TUMB 11/02 The Council was a group of Oricerans who were determined to control Earth when the Gates opened. They had been low-key to this point, but had now robbed the LA Museum of all of the important old powerful artifacts they had been missing throughout the centuries, which jad been put on display at the Museum. Brownstone had retrieved the minor ones before this, and the US Government Special Forces were getting involved now that they had opened up to the larger enterprises.
